For land based try the Breakwater in Denison near the processing factory - good for kids as it has concrete platforms between the rocks and a disabled platform as well. Lots of whiting and herring during the day, plenty of tailor early morning/late arvo and I've seen a few mulloway landed there at night. Some of the northern beaches fish well for good tailor and mulloway but 4wd access only through the land estate north of "seaspray".

Cheers.
